Greek Tax Authority Sees Surge in Fraud Reports via Appodixi

Greece’s Independent Authority for Public Revenue (AADE) is seeing a surge in citizen reports of tax evasion and smuggling through its digital platform, Appodixi. The app allows users to verify receipts from transactions and report irregularities anonymously or with their names for further investigation.

Since September 2022, more than 208,500 reports have been submitted via Appodixi, with over 112,000 filed by named individuals. Named reports outnumber anonymous ones, suggesting that the financial incentive—up to ten times the receipt value, capped at €3,000—is motivating citizens to come forward when violations are confirmed.

A separate reporting platform, launched in October 2023, has received nearly 59,000 reports of tax and customs violations and corruption, with approximately 14% submitted under the reporter’s name. Officials say this indicates growing public willingness to expose practices that harm state revenues.

To enhance oversight, AADE recently established a three-member committee within the Center for Large Taxpayers (KEMEF) to evaluate incoming reports. Cases are prioritized based on severity: minor issues may be filed, while high-risk reports trigger immediate investigation.

Each report is scored through an automated system. Scores determine the urgency of inspection, ranging from zero for unimportant cases to four for issues requiring immediate action. This approach allows the tax authority to focus on the most significant threats, accelerating enforcement and protecting public funds.

The Appodixi initiative reflects a broader push by Greek authorities to modernize tax oversight and engage citizens in combating financial misconduct. With automated scoring and clear prioritization, AADE aims to prevent revenue loss while rewarding responsible reporting.
