The United Nations has declared that Israel’s latest settlement plan in the occupied West Bank breaches international law, warning it could lead to the forced displacement of Palestinians — an act it considers a war crime.
The project, approved by far-right Finance Minister Bezalel Smotrich, would see thousands of new housing units built between an existing Israeli settlement in the West Bank and near East Jerusalem. According to the UN Human Rights Office, the plan would fragment Palestinian territory into isolated enclaves.
Known as the “E1 plan,” the project has been frozen since 2012 but is now moving forward. If completed, it would link the Ma’ale Adumim settlement directly to East Jerusalem, effectively cutting the West Bank in two and undermining the prospect of a future Palestinian state.
The proposal, which has not yet been confirmed by Prime Minister Benjamin Netanyahu, is expected to spark international backlash. The UN noted that transferring a civilian population into occupied territory is prohibited under international law and could constitute a war crime.
Most of the international community considers Israeli settlements in the West Bank and East Jerusalem illegal under the Fourth Geneva Convention, along with Israel’s continued military occupation of the territories.
