Greece is set to strengthen its fight against tax evasion and smuggling with the introduction of artificial intelligence tools and digital monitoring systems, the Independent Authority for Public Revenue (AADE) announced. The initiative aims to enhance transparency, improve compliance, and expand fiscal space for potential tax relief measures in 2026.
At the core of the reforms is a real-time monitoring system for cash register transactions, allowing AADE to track business activity and automatically transmit data to the myDATA platform, closing loopholes that previously allowed revenue concealment. Currently, data submission often faces delays, limiting oversight and creating gaps in tax reporting.
Starting February 2026, electronic invoicing will become mandatory for business-to-business transactions, initially targeting larger companies, with a phased implementation and transitional period for smooth adoption. By May, the second phase of electronic dispatch note submissions will also become compulsory, extending the digital oversight to more sectors. Additionally, the Digital Customer Registry will be expanded to include event-related businesses.
AADE plans to launch an online portal consolidating tax and customs legislation to improve transparency and legal certainty. The authority will also implement advanced tax rulings, allowing businesses to receive clear guidance on complex transactions in advance, reducing uncertainty and making Greece a more attractive investment destination.
Other measures include the upgrade of the Taxpayer Service Center and a digital assistant to support citizens and businesses. AADE will also introduce a group taxation framework for domestic corporate groups, allowing consolidated tax filings to simplify compliance, ensure predictability, and strengthen financial stability.
Finally, a digital property registry is in the works to centralize information on all real estate in Greece for taxation purposes, further enhancing oversight and administrative efficiency.
