The new NSRF (National Strategic Reference Framework) will allocate a total of € 26.2 billion (of which € 20.9 billion is Community assistance and € 5.3 billion is national contribution) to the five European Policy Objectives: Innovative and smart economic transformation , energy transition and green and blue investments, transport infrastructure, human resources and spatial investments.
“I am pleased to announce that the Commission approved this morning the Greek Partnership Agreement. And Greece is the first member state with an approved Partnership Agreement for the programming period 2021-27 “. This was stressed by EU Commissioner for Cohesion and Reform Eliza Ferreira during a teleconference with Prime Minister Kyriakos Mitsotakis and Minister of Development and Investment Adonis Georgiadis, during which the commissioner announced the approval of the “NSRF 2021-2027” program for Hellas.
The commissioner spoke of “a very important agreement for an investment program that is in itself extremely important”.
“I believe that we have managed to have a very good, interesting, balanced framework, where in fact, the leading role of Greece will be important not only for Greece, but for Europe. “Because the success of Greece but also the convergence that will be achieved, as well as the increase of dynamism, which will be based on a new competitiveness framework, will be necessary for the whole of Europe”, said Eliza Ferreira.
“Important moment for Greece”
For his part, the Prime Minister replied that “this is a very important moment for Greece. “If we look at the total amount, this new agreement on the Regional Development Corporation Pact represents a total of 26.2 billion euros in funding for the next six years, including national funds.”
Mr. Mitsotakis added that “if we add to these 18 billion euros in grants, the 13 billion euros in loans through the Recovery and Sustainability Fund, but also the new Common Agricultural Policy and the rest of the EU funding packages, we have almost 77 billion euros available to support the rapid recovery of the Greek economy “.
According to him, “our Recovery and Sustainability Plan was one of the first to be approved by the European Commission. We did even better with the partnership agreement. It was the first to be submitted and from today it becomes officially the first to be approved “.
For his part, the Minister of Development and Investment, Adonis Georgiadis, underlined that “during this terrible year that we were called to face the COVID-19 pandemic, our teams worked very hard together to take advantage of the European financing in such a way that our economy can be supported as much as possible in these difficult conditions “noted on his part the Minister of Development and Investment Adonis Georgiadis.
The new NSRF
As the Minister of Development and the competent secretaries pointed out during the presentation during the teleconference, “the new NSRF will release 26.19 billion euros for the next 7 years. In total, together with the amounts of the Recovery and Resilience Fund (€ 18 billion in grants and € 13 billion in loans) and the resources of the new CAP and other EU financial instruments, in the coming years, total resources approaching the 77 billion euros, resources able to fill the investment gap of the economy (and due to the economic crisis of the last decade) but also to strengthen the dynamic recovery of the economy. To these must be added some tens of billions of private funds that will be mobilized in investments “.
It was also noted that in 2020 Greece was the first in absorption of NSRF funds, while the new NSRF is increased compared to the previous one. From the approximately 23 billion euros of the NSRF 2014-2020, the amount reaches 26.2 billion euros for the new NSRF.
