“The (Turkish-Libyan) memorandum violates the sovereign rights of the member states of the European Union, is not in accordance with the international law of the sea and cannot have legal consequences for third countries,” said the spokeswoman for the French Ministry of Europe and Foreign Affairs, Anne- Claire Legendre, during a press briefing.

Asked “what is France’s reaction to information according to which Turkey and the Government of National Unity of Libya signed an agreement on hydrocarbons, in implementation of the 2019 Turkey-Libya Memorandum of Understanding on the delimitation of their maritime zones in the Mediterranean”.
Mr. Legendre specifically said:
“France takes note of this information. As other European partners and the European External Action Service have stated, our position on the Memorandum of Understanding signed in 2019 between Turkey and the Libyan Government of National Accord remains unchanged. This memorandum violates the sovereign rights of the member states of the European Union, is not in accordance with the international law of the sea and cannot have legal consequences for third states. The European Council of December 2019 expressed itself clearly on this issue.”
