The prime minister dealt the “deck of cards” at the cabinet meeting and with the ace up his sleeve being the economy and the billions of euros from the NSRF/Recovery Fund and investments, he gave an order for “not a day lost”.
As many New Democracy cadres admit, government has no grace period. The promises, especially those related to salaries and daily life of the citizen, are the priorities of the government but also the mines of the new term.
Mitsotakis’ instructions
Among the directives Kyriakos Mitsotakis gave to the ministers are, according to government sources, all milestones with a deadline for completion within the year for all reforms.
As are the corresponding deadlines for the completion of regulatory programming. That is, all laws, Presidential Decrees and critical secondary legislation. Also included are the country’s international commitments, such as disbursement milestones and waystations under the National Recovery and Resilience Plan and Post-Memoranda Oversight program commitments.
It also includes pending matters and priorities with a completion horizon of August 2023.
A little over 24 hours after winning the elections, the prime minister called the group of “63” ministers, deputies and under-ministers to a meeting at Maximos Mansion.
The blue files, which he handed over to the members of the cabinet – something he had done in 2019 as well – describe the goals for the next 4 years. The files were prepared by Messrs. Skertsos and Papastavrou.
The material, according to government sources, included in each blue file has 4 main axes, first the governance program 2023 – 2027, second the planning for 2023, third the schedule of key obligations and finally the report on the government work of July 2019 to May 2023.
The 3+1 axes of the blue files
1. Governance Program 2023 – 2027.
According to sources, this section shows the government’s commitments for the entire 4-year period. That is, it includes the central governmental goals and actions of the new governmental period, in relation to the strategic political planning and the program of the New Democracy for the period 2023 – 2027.
2. Priorities 2023 and those pending by August
All milestones with a completion deadline within the year for all reforms are listed, according to sources, as well as corresponding deadlines for the completion of regulatory programming. That is, all laws, Presidential Decrees and critical secondary legislation. Also included are the country’s international commitments, such as disbursement milestones and milestones under the National Recovery and Resilience Plan and Post-Programme Oversight program commitments. The Subsection “current issues” includes the pending issues and priorities with a completion horizon of August 2023.
3. Schedule of basic obligations and Works
Useful calendar that includes deadlines for completing key tasks and tasks per month.
4. Government Project July 2019 – May 2023
The consolidated material of the government project for the period July 2019 – May 2023 is delivered as a digital file and includes on the one hand the reference texts for the entire government and on the other hand the targeted material of each ministry.
